Bo förklarar att 1974 års författning gjorde sig av med de lagprövningsmöjligheter som 1809 års författning hade, och det var dumt. Den gamla gjorde det möjligt för en riksrätt att sammanträda och faktiskt döma både statsråd och statsminister. Men den ville man inte ha kvar. Riksrätten bestod av rikets alla högsta jurister samt även militärer. En viss del av riksdagen kunde också gå till konungen och kräva att han skulle entlediga ett statsråd som begått fel. Man kunde alltså gå dit och klaga.
