Företaget Smartmatic – ursprungligen bildat år 2000 i USA av några ingenjörer från Venezuela – utvecklade valmaskiner, som 2004 hjälpte diktatorn Hugo Chavez att vinna ett viktigt val i det landet. Därefter användes maskinerna uppenbarligen vid ett antal val där och minst en folkomröstning för att säkra valsegrar för regimen. Detta skedde med hjälp – förutom av traditionellt valfusk (exempelvis eliminering på många sätt av opponentröster och skapande av egna fiktiva röster) – genom att maskinerna dolt överflyttade röster från oppositionen till Chavez. Ett initialt krav på maskinerna från Chavez var därvid, att en väljares registrerade röst (namn och valdokument) aldrig kunde knytas samman till de röster, som överflyttades från en kandidat till en annan.
